ARTICLE II, Section 26 of the 1987 Constitution establishes the national policy that "The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law."

This policy against political dynasties is reinforced by Article VI, Sections 4 and 7, which provide that "No senator shall serve for more than two consecutive terms," and "No member of the House of Representatives shall serve for more than three consecutive terms," respectively.
