ONLY after weeks have passed have our government agencies and private institutions implemented damage assessments and sent mostly water and food supplies to the typhoon-stricken areas. From landslide victims (loss of lives and destruction of homes) to medical emergencies and, after months of meetings and conferences, "improvements" in disaster mitigation and preparedness come up. Coupled with the fact that time is of the essence, mitigation and preparedness are usually caught unaware every time.
The Philippines is composed of three major islands known as Luzon, the Visayas and Mindanao. The largest island is Luzon, followed by Mindanao and the Visayas group. The Visayan region is composed of about 6,000 islands, including Panay, Samar, Negros, Cebu, Leyte and Bohol.
