FOREIGN Affairs Secretary Enrique Manalo said Wednesday that the Pasay Declaration, forged during the International Conference on Women, Security, and Peace (ICWPS) in Manila, would serve as the "springboard" for global cooperation in promoting women's welfare and empowerment.

Manalo said that on Oct. 28, on the first day of the first-ever ICWPS chaired by the Philippines, ministers and representatives from over 70 United Nations member states adopted by consensus the Pasay Declaration on Women, Peace, and Security.
