(UPDATE) SEOUL — South Korea's foreign ministry expressed serious concern on Friday after Russia moved to ratify its defense treaty with North Korea, urging Moscow once more to stop its "illegal cooperation" with Pyongyang.
On Thursday, Russian lawmakers voted unanimously to ratify a defense treaty with North Korea that provides for "mutual assistance" if either party faces aggression.
