PH must look inward for climate, development funding

WHEN the Philippines made its pledge to reduce greenhouse gas (GHG) emissions — called the 'nationally determined contribution,' or NDC — at the 2015 Paris climate summit, it made the largest part of that commitment 'conditional,' meaning that the target could only be achieved if the country received funding from outside sources, preferably the developed countries that are responsible for most of the world's GHG emissions.
