MANILA, Philippines — Heavy rains and strong winds brought by Tropical Cyclone "Kristine" have rendered numerous roads across the Bicol and Eastern Visayas regions impassable due to flooding, the Department of Public Works and Highways (DPWH) said on Wednesday.

Public Works Secretary Manuel Bonoan also said on Wednesday that it also hampered ongoing clearing operations in affected areas.
