SEOUL — South Korea summoned Russia's ambassador on Monday to criticize Pyongyang's decision to send thousands of soldiers to support Moscow's war in Ukraine, Seoul's Foreign Ministry said, calling for their immediate withdrawal.

About 1,500 members of North Korea's special forces are already in Russia acclimatizing and likely to head to the frontlines soon, South Korea's spy agency said last Friday, with additional troops set to depart soon, representing Pyongyang's first such deployment overseas.
