MANILA, Philippines — Former president Rodrigo Duterte failed to attend the hearing at the House of Representatives on Tuesday that will investigate his administration's war against illegal drugs.

The quad committee, which is looking into alleged extrajudicial killings under that campaign, invited Duterte in a letter dated Oct. 18, 2024.
