Reforming the PNP now

THE explosive revelations of retired police colonel and former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma in the House quad committee hearings opened Pandora's box about the Philippine National Police (PNP).

She disclosed how key officials in the PNP conspired with the previous administration to carry out summary executions of alleged drug pushers and drug users across the country. She referred to it as the Davao model, wherein bounties, rewards and reimbursements were given to police assassins and their surrogates as incentives to successfully enforce the state-sponsored mass executions. Ironically, on Sept. 27, 2018, Col. Romina Garma received the Best City Police Office Award on behalf of the Cebu City police force during the 117th police service anniversary celebration.
