THE testimonies emerging from the hearings of the House quad committee about the war on drugs of the Duterte administration point to a bitter reality where we have police officers whose integrity and humanity have been mangled and mutilated by those in power.
Royina Garma has testified that even before he could be proclaimed the winner and take his oath as president in May 2016, Rodrigo Duterte had already instructed her to look for a police officer who is a member of a particular religious group to lead the replication of the so-called Davao model in dealing with drug suspects and nationalize it. The intent was clearly established.
