GOV. Ramon Guico III is only into his first term as governor of Pangasinan, the largest province in the Ilocos Region. But despite being at the helm for more than two years, he has already captured the hearts and minds of the Pangasinense.

Maybe it is because he knew what to do right from the onset. After all, public service is not new to Guico, having served as vice mayor and then mayor of his hometown, Binalonan, and later, as representative of Pangasinan's fifth district.
