CEBU CITY — A Cebuana philanthropist and a staunch supporter of former president Rodrigo Duterte filed her certificate of candidacy (CoC) on Tuesday to challenge incumbent Cebu Gov. Gwendolyn Garcia, who is aiming for a sixth term.
Pamela Baricuatro filed her CoC just hours after Garcia submitted hers.
