LEANDRO Legarda Leviste, the country's youngest self-made billionaire and founder of Solar Philippines, filed his certificate of candidacy on Monday for the first district representative of Batangas.

Son of four-term Sen. Loren Legarda, Leviste has committed to prioritize the development of the economy of the first district, which he said is the most underdeveloped district in the province.
