MANILA, Philippines — Tropical cyclone Julian intensified into a typhoon late Sunday, prompting the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) to raise Signal No. 3 over Batanes and the northeastern portion of Babuyan Islands.

In its 5 p.m. advisory, Pagasa raised Signal No. 2 over mainland Cagayan, the rest of Babuyan Islands, Apayao and the northern and central portions of Ilocos Norte (Pagudpud, Adams, Dumalneg, Bangui, Burges, Pasuguin, Vintar, Carasi, Nueva Era, Solsona, Piddig, Dingras, Sarat, San Nicolas, Laoag City and Bacarra).
