THE public has witnessed how budget hearings, especially for the Office of the Vice President (OVP), can go south — for Vice President Sara Duterte herself, that is.

Recently, Duterte appeared before a House of Representatives panel to defend the OVP's proposed P2-billion budget for 2025. But when asked about how the P73 million out of the P125 million in confidential funds was used by the OVP in 2022, she refused to respond because she said what was on the table was her office's budget for next year, where there was no confidential fund requested. After heated exchanges, she signified her intention not to answer any more questions and instead left the amount of the OVP budget allocation to the wise discretion of Congress.
