SAN MANUEL, Pangasinan — Farmer Juanito Español was not a bit worried when in mid-2023 the Philippine Atmospheric, Geophysical and Astronomical Services Administration announced that the country was going to experience the El Niño phenomenon starting October that year.
It was the beginning of the dry cropping season, the time he and the other farmers from his village in Mangaldan town needed water the most. Español was confident they would have water from the San Roque Dam that was built to provide year-round irrigation for farmers.
