MANILA, Philippines — Tropical depression Julian will likely intensify into a tropical storm either Friday night or Saturday morning, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
Pagasa said "Julian" maintained its strength while over the Philippine Sea east of Batanes. It was estimated some 445 kilometers east of Itbayat, Batanes.
