AS I turn another year older, I have been thinking lately of the inevitable second chapter of my life, assuming that I will be fortunate to live long enough. The average life expectancy for Filipinos is 71.79 years old (2024), according to the United Nations. About 9.5 percent of the population (9.24 million) are senior citizens (above 60 years old) per the Philippine Statistics Authority census (2020).

Traditionally, taking care of the older population rests on their respective families and the responsibility of their children. The Constitution states: "The family has the duty to care for its elderly members, but the State may also do so through programs of social security."
