ANYONE can go over the entire text of the 1987 Constitution of the Republic of the Philippines and conclude that nowhere in there is a line that says traditions would be a primary consideration in the determination of how Congress should conduct its proceedings.

Section 12 of Article II implies respect for the tradition of the family as an institution, and Section 22 recognizes and promotes the rights of indigenous cultural communities within the framework of national unity and development, which includes respect for their traditions.
