A TOP New People's Army (NPA) commander in Mindanao was killed in a fierce encounter in Barangay Baliuag, Peñablanca, Cagayan over the weekend.

In a belated report, Capt. Eduardo Rarugal Jr., Public Affairs Office chief of the Army's 5th Infantry Division (5ID), identified the top NPA commander as Edgar Arbitrario, alias Karl, secretary of Komiteng Rehiyon Cagayan Valley.
