Cloud clusters spotted inside and outside the Philippine Area of Responsibility (PAR) may develop into a low pressure area (LPA), the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Sunday.

Weather specialist Grace Castañeda said the cloud formations were sighted east of Luzon inside PAR while other cloud clusters were spotted east of Visayas and Mindanao outside the country's territorial boundary.
