TVI, Toledo fisherfolk: Rebuilding better

WHEN Typhoon 'Odette' (international name: 'Rai') struck in 2021, it left a trail of destruction that nearly wiped out the livelihood of fisherfolk in Barangay Pinamungahan, Toledo. Among those hit hardest was Felix Bucao, an overseas Filipino worker (OFW) turned fisherman.

Bucao, aged 47, came home to the Philippines to be with his family and worked for a construction company to make ends meet. After a while, he realized he was better off as a fish catcher since his life revolved around fishing in his younger years. But when Typhoon 'Odette' hit Cebu, Bucao and the fisherfolk of Toledo were left with unusable boats and fishing equipment that were essential livelihood tools.
