DAGUPAN CITY — Thirteen villages were flooded on Friday because of incessant rains that pounded this city and Pangasinan province overnight.
In its report at 12 p.m. on September 6, the City Disaster Risk Reduction and Management Office here said that the floods, which were from ankle to knee deep, were also due to the high tide level.
