THE Bangko Sentral ng Pilipinas (BSP), which has the highest-paid employees in the Philippine governance structure, never ceases to amaze with what it gets into and cannot get out of.
The latest is the failure of the Philippine ID card, which was contracted to the BSP by the Philippine Statistics Authority (PSA). After all, it does have a security printing plant that should have competently done it.
