THE recent devastating flooding in Metro Manila because of severe tropical storm Enteng, especially in the regularly flooded areas of Rizal and Marikina, has again brought many of our kababayan to their knees.
Houses were submerged, and streets were again impassable. Reports of casualties are heartbreaking, especially knowing that we just recently tried to get on with our lives after super typhoon Carina more than a month ago.
