(UPDATES) SAN JUAN City Mayor Francis Zamora said City Ordinance 26 that requires aid donors in times of disasters to coordinate with the local government was not meant to disadvantage his political rivals.

Zamora issued the statement after Sens. JV Ejercito and Jinggoy Estrada, both former San Juan city mayors, said the ordinance, whose violation carries a P5,000 penalty, was an abuse in leadership on the part of the incumbent mayor.
