MANILA, Philippines — Residents were advised to evacuate as the water level in Marikina River hit the second alarm Monday amid heavy rain from the southwest monsoon enhanced by Tropical Storm Enteng.
As of 8:32 a.m. the river swelled to 16 meters. The first alarm was sounded an hour earlier.
