THE Toll Regulatory Board (TRB) was established by the toll operation decree (Presidential Decree 1112, Series of 1977) issued by then-president Ferdinand Marcos Sr. It was tasked to supervise, monitor and regulate the construction, operation and maintenance of all toll facilities, including the imposition of appropriate toll rates that may be charged for the use of said tollways.
In 2002, then-president Gloria Macapagal Arroyo ordered the transfer of the TRB from the Office of the President to the Department of Transportation and Communications (DoTC) through Executive Order 133. Subsequently, the DoTC was renamed the Department of Transportation (DoTr).
