CEBU CITY — A 25-year-old ex-convict was discovered dead early Tuesday morning in Sitio Upper Puti, Barangay Buhisan, Cebu City.

The victim, Rico Engracial Oquiño, a jeepney conductor from Barangay Matab-ang in Toledo City, who had a prior conviction for drug-related charges, had multiple hack wounds on his body.
