ON August 1, a joint memorandum circular was issued by the Department of Transportation (DOTr), the Land Transportation Office and the Toll Regulatory Board, establishing a new schedule of rather harsh penalties for tollway users with invalid radio frequency identification (RFID) tags or electronic toll collection (ETC) devices, or without sufficient balance on those to pay the tolls due. The new regulations were set to be effective on August 31 but were postponed until October 1 by the DOTr after a public backlash.
