THE government agencies that were supposed to be on the lookout for the moneyed and well-connected Alice Guo, aka Guo Hua Ping, and prevent her from sneaking out of the country have apparently forgotten one thing. In our God-forsaken country, it is easier to jail an innocent like former senator Leila de Lima even while serving her term than preventing moneyed grifters like the former mayor of Bamban, Tarlac, from leaving the country when they want to. The grifters take advantage of a thousand and one ways to sneak out unnoticed, then mock the authorities with profuse "byes" after exiting.
As former United States president Barack Obama said at the Democratic National Convention a few days ago, "We have seen this movie before." OK, what movie, then?
