IN a budget hearing last Monday, Budget Secretary Amenah Pangandaman urged Congress to pass the long-delayed National Government Rightsizing Program (NGRP) bill, which, despite being one of President Ferdinand Marcos Jr.'s first priority measures when he took office, has been stuck in legislative limbo for nearly two years. It should be Congress' first order of business, even before the passage of the budget for next year.
