FOR a nation that's usually second to none in riding the latest dance craze, tune, trend, style or lingo in world pop culture, the Philippines our Philippines was slow to recognize the first stirrings and tremors of the creative economy movement from which many nations have collected windfalls as they made cultural policy an integral part of their development planning.
