CONCERNED citizens of Camiguin, led by businessman Paul Rodriguez, have asked the local court to issue a temporary restraining order (TRO) against the Smart Tourism Ordinance of the province, which the petitioners claim is "despotic" and "unconstitutional."

The Smart Tourism Ordinance allows a person to enter the island province at the seaport, airport or other authorized entry points in Camiguin only after the individual's QR code has been scanned and vital personal information has been acquired.
