Can a congressional inquiry, in aid of legislation, prove a correlation? How could four congressional committees determine correlation? Would doing so be within the purview of the legislative branch or lie within the pillars (law enforcement, prosecution, judiciary, penology and the community) of the justice system? Is the 19th Congress within its bounds exercising congressional oversight, or are we seeing a congressional overreach?
