AUGUST 22 last year was when the Chinese ambassador to the Philippines, Huang Xilian, declared dialogue as a nonending mode of settling the dispute between China and the Philippines over certain areas of the South China Sea. The occasion was the 9th Forum, part of a regular series of forums conducted by the Association of Philippines China Understanding, held at the New Era University auditorium, where he was the keynote speaker.

"There is no substitute to dialogue," he stressed.
