I HAVE a friend who moved his modest-sized business into a major city (if I mention the city, instead of looking into it, they will sue me. And go after the company. That's how bad corruption is in this country. It's communal, they all protect each other). Over the next two months, various departments of the local government unit (LGU) came to inspect the facility and demand payments. Two came back more than once. She was told to pay P400,000 with no receipts. Although in one case she was given a receipt for P600. She had bought and paid for large red fire extinguishers for P28,000, but she was told they had to be green and who the supplier must be, so she had to buy all over again.
