TO avoid repeating the environmental blight that is Metro Manila, the new capital city should be well-planned with plenty of parks and broad tree-lined roads and avenues. Environmentally friendly buildings with rooftop gardens should be mandated. The pattern of water flows during heavy rains should be studied well, and efficient drainage systems built. Telephone and electric cables should be placed underground. The adjacent uplands should be well reforested and water catchments built to absorb and store the rainwater from the mountains.
