Environmentally friendly buildings with rooftop gardens should be mandated. The pattern of water flows during heavy rains should be studied well, and efficient drainage systems built. Telephone and electric cables should be placed underground. The adjacent uplands should be well reforested and water catchments built to absorb and store the rainwater from the mountains.
