MANDALUYONG City has declared a state of calamity in the wake of floods spawned by heavy rains from the southwest monsoon enhanced by Typhoon "Carina."

In a statement, the Mandaluyong local government said it issued Ordinance 991, s. 2024 on July 26 which was made public only on July 29 declaring the city is in a state of calamity.
