THE Department of Public Works and Highways (DPWH) on Sunday blamed overpopulation and the public's improper garbage disposal for the recent flooding in Metro Manila after Typhoon Carina and the southwest monsoon brought torrential rains.

In a radio interview, Public Works Secretary Manual Bonoan said they were ready to explain to lawmakers and individuals why Metro Manila was flooded in so many areas.
