THE implementing rules and regulations (IRR) for Executive Order 174, mandating the expanded career progression system for public school teachers, were signed by representatives of the Department of Education and concerned agencies on Friday.
Education Secretary Juan Edgardo Angara said the IRR will enable teachers to change careers without leaving the schools they were assigned to.
