MANILA, Philippines — The municipality of Cainta in Rizal declared a state of calamity due to the effects of floods brought by a typhoon-enhanced southwest monsoon. "The southwest monsoon and Typhoon Carina's continuous onslaught of rain since yesterday has brought severe flooding, causing huge damage to property and disruption of livelihood of our residents in all seven barangay (villages)," Cainta Mayor Elenita Nieto said.
"We will continue to provide relief and to conduct rescue operations, with the goal of restoring our town," she added.
