MANILA, Philippines — The Marikina River sounded its third alarm at 10 a.m., Wednesday, prompting a forced evacuation of residents near the river and low lying areas.
In an advisory by the Markina PIO, it said that the river swelled to a "dangerous" 18 meters and would continue to rise.
