MANILA, Philippines — Residents living near the Tullahan River in the cities of Caloocan and Valenzuela have been ordered to evacuate as the water of Manila Bay's main tributary swelled to a critical level due to hours of incessant heavy rains from a typhoon-enhanced southwest monsoon.
A report from Valenzuela's public information office said residents living near the river have been asked to go to higher and safer grounds.
