MANILA, Philippines — Malacañang suspended work in government and classes in all levels in Metro Manila and two other regions on Thursday, after being submerged in floodwaters caused by the southwest monsoon or "habagat" enhanced by Tyhoon "Carina."

President Ferdinand Marcos Jr. issued the order through Executive Secretary Lucas Bersamin which, aside from Metro Manila also included Region III (Central Luzon) and Region IV-A (Calabarzon).
