MANILA, Philippines — A red rainfall warning was issued by the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) over Metro Manila, Rizal, Bataan, Pampanga and Bulacan on Wednesday.
Pagasa administrator Nathaniel Servando told The Manila Times this was prompted by the continued rains brought about by the southwest monsoon or "habagat," which is being enhanced by Typhoon "Carina."
