FRESH from his controversial verbal tirade against colleague Sen. Nancy Binay, Sen. Alan Peter Cayetano, aka "the Firestarter," has again hit the headlines— this time for asking for a deferment of Meralco's scheduled bidding for its 600-megawatt power supply requirement.
According to Cayetano, the terms of reference set by Meralco for the upcoming bidding, which is in accordance with the competitive selection process set by the government, were unfair for older power suppliers such as the Malampaya gas field, referring to a provision in the terms of reference (TOR) which he said automatically disqualifies plants 10 years and older from the bidding process.
