MANILA, Philippines — An energy group on Thursday filed a complaint before the Office of the Ombudsman against Energy Secretary Raphael Lotilla, accusing him of violating the Anti-Graft and Corrupt Practices Act.
The Power for People (P4P) coalition said in a press statement on Thursday that the complaint was in connection with his alleged endorsement of the "Aboitiz-owned Therma Visayas Inc. (TVI) Unit 3 expansion in Toledo City, Cebu," which the group claimed was in "violation of the provisions of the coal moratorium imposed during the Duterte administration."
