Tighten requirements for filing candidacy certificates

IN light of the Alice Guo fiasco, should the Commission on Elections (Comelec) consider tightening the requirements for the filing of certificates of candidacy for elective posts?

Private companies require the presentation of the latest clearance from the National Bureau of Investigation and/or the Philippine National Police clearance certificate, among others, from jobseekers.
