FILIPINO Catholics who worry about the absolute divorce bill in Congress warmly welcomed Archbishop Paul Richard Gallagher, the Vatican Secretary of State for Relations with States and International Organizations, when he arrived for a meeting with Filipino bishops and with President Ferdinand Marcos Jr.

They obviously thought he had come to intervene in the current effort in Congress to end the Philippines' status as the only country after the Vatican that has not legalized divorce. He did not.
